@jlllhurley @PayPal This is a known issue. The issue is being resolved now and we are already seeing system recovery.
@robmcvizzle was able to reproduce - thanks for sharing, looks like a service is down - engaging teams to fix it ^MD
@robmcvizzle are you using 411111111111 or similar? Try one generated by e.g. fakenamegenerator.com/ ^MD

@okrabird @AskPayPal you will receive an e-mail every time you receive a payment, but you should check your account regularly ^MD
