Could Levia be the reason Berserk is banned? Perhaps even new Berserk? The ability to draw, in essence, two cards in a turn seems incredible for creating unfair offensive overlap.

Sets get printed for lots of reasons. There are tons of factors outside of meta or balance that dictate what classes get included in what sets.
Assassins have technically had to wait longer to appear in a set (HNT vs. SEA), but Rangers have been unhappier for longer.
