I will be the delivery Secretary-General: that means changing the incentives behind that behaviour and moving decisions from headquarters to the field, close to the people we serve. #newUN

Bureaucracies are risk-averse by nature, so leadership has to bring risk into the equation: the only failure the United Nations cannot afford is not trying. Peace operations need focused, realistic mandates, and member states and the Secretariat need enough trust to tell each other the truth about what is working on the ground. Much of this can be done today. I made this case at the closing session of the Challenges Annual Forum at United Nations Headquarters. I am deeply shocked by and strongly condemn the terror attacks by the Houthis on King Khalid International Airport in Riyadh, Saudi Arabia, which reportedly killed 12 people and injured hundreds of civilians.
Deliberate attacks targeting civilians and civilian infrastructure constitute a clear violation of international law and the most basic principles of humanity. These attacks must cease immediately and without delay.
I stand with the Kingdom of Saudi Arabia and its people and extend our condolences to the victims and their families.
