🚨 UGANDA | RNHR STATEMENT The Resurgence Network for Human Rights (RNHR) expresses serious concern over the reported apprehension and period of unacknowledged detention of Ugandan human rights defender Praise Aloikin Opoloje. On 26 September 2026, Aloikin reportedly went to Namungoona Police Station following a summons concerning a dispute over a carpet. Reports indicate that she was subsequently taken from the police station by armed security personnel, after which her whereabouts and legal status were initially undisclosed. Uganda Police subsequently acknowledged on 28 September that Aloikin was in state custody. She was later brought before the Buganda Road Chief Magistrate's Court, where she pleaded not guilty to a charge relating to the alleged use of another person's SIM card and was remanded to Luzira Prison. While her whereabouts are now known, serious questions remain regarding the circumstances of her removal from Namungoona Police Station and the period during which her detention location and legal status were not publicly acknowledged. RNHR calls upon the relevant Ugandan authorities to: • Provide a transparent account of the circumstances surrounding her apprehension and transfer from Namungoona Police Station; • Ensure that any allegation of arbitrary or unacknowledged detention is independently and effectively investigated; • Guarantee her access to legal counsel, family contact and all applicable due-process protections; • Ensure that any criminal proceedings comply with Uganda's Constitution and applicable international and regional human-rights obligations; and • Ensure that human rights defenders can undertake their legitimate work without intimidation, arbitrary detention or retaliation. Human rights defenders must be protected, not intimidated. Due process and the rule of law must be respected irrespective of a person's political views, activism or criticism of public officials. RNHR will continue monitoring the case. #SamMugumya must be free. No person should disappear without answers, access to family, legal counsel or due process. RNHR calls for the immediate disclosure of Sam Mugumya’s whereabouts and circumstances, his safety and wellbeing to be guaranteed, and—if he is in custody—his immediate production before a competent court or lawful release. His family deserves answers. Uganda must uphold the rule of law and fundamental human rights. Where is Sam Mugumya? #FreeSamMugumya #HumanRights #Uganda #EndEnforcedDisappearances #RuleOfLaw

OFFICIAL STATEMENT | RESURGENCE NETWORK FOR HUMAN RIGHTS (RNHR) WHERE IS SAM MUGUMYA? Nearly one year after the reported abduction of Ugandan political activist Sam Mugumya on 26 August 2025, his family continues to wait for answers about his whereabouts, safety and legal status. RNHR expresses profound concern over the continued uncertainty surrounding his disappearance and the absence of a transparent public accounting of what happened after he was reportedly taken by armed men in Mbarara. We acknowledge the public statements by Ugandan authorities denying that Mr. Mugumya is in official custody. However, those denials do not diminish the State's obligation to conduct a prompt, impartial, effective and transparent investigation capable of establishing the facts, identifying those responsible, and keeping his family informed. Every person has the right to liberty, due process, protection from arbitrary detention, and freedom from torture and enforced disappearance. Families also have the right to know the fate and whereabouts of their loved ones. RNHR therefore calls upon the Government of Uganda to: • Publicly disclose any verified information concerning Sam Mugumya's whereabouts. • Ensure his safety if he is in custody. • Conduct an independent and credible investigation into his reported disappearance. • Hold accountable anyone found responsible for unlawful acts. • Uphold Uganda's Constitution and its obligations under international human rights law. Justice requires truth. Accountability requires transparency. No family should endure prolonged uncertainty about the fate of a loved one. 🚨 RNHR condemns the reported abduction of Muwanga Kivumbi after his release on bail. No one should be targeted for their political beliefs. Uganda must end arbitrary detentions, respect the rule of law, and protect democracy. #FreeMuwangaKivumbi #StopAbductionsUG #HumanRightsUg

“As Rwandans, we freed ourselves.” - @PaulKagame, marking 32 years in power. Liberation for whom? Not the journalists in exile, prisons, disappeared or dead. Not the opposition leaders in prison, the critics hunted across borders, or the Congolese displaced by RDF-backed M23. Under Kagame’s regime, freedom is a privilege the state reserves for itself.
