"Las máquinas de votación en Venezuela… estaban diseñadas para alterar los recuentos de votos... le permitiría al Gobierno venezolano supervisar y ajustar los resultados en tiempo real".

Lo que dice el cuerpo del informe es:
“Esta evaluación se centró en la factibilidad técnica, más que en confirmar que dichas características se hubieran implementado realmente…"
Solo les importa la capacidad de hacer fraude de las máquinas porque ellos usan ese mismo sistema.
Usted está agarrando ese informe con pinzas porque ese mismo informe también dice que no hay pruebas de que esas condiciones descritas hayan dado lugar a alteraciones en los resultados.
