China’s military modernisation is in parallel with the growth of its GDP. The “accusation” in effect seeks to argue that China’s GDP expansion is somehow illegitimate. The silence is that the U.S. has outspent the next 9 nations in “defence” for decades. Propaganda, to be effective, can’t just ring nicely as a sound bite - the stock in trade of the contemporary Australian political class - but must have a reasonable connection to various dimensions of complex reality.

Australia's defence minister found the biggest military build-up since 1945. In China.
Richard Marles told the ASEAN defence ministers' meeting in the Philippines that China is carrying out "the biggest conventional military build-up" since the end of the Second World War, leaving the region in a "condition of pressure".
His answer: "rules which give us agency".
This is the same Australia that signed AUKUS for nuclear submarines costing up to A$368 billion. That hosts rotating US Marines in Darwin. That is building facilities for US B-52s at Tindal.
Build-up for me. Pressure for you.
Canberra doesn't need more submarines. It needs a foreign policy written in Canberra.

How on earth did China build all of this in the last years?
They do not have Soviet style communism. They have a free market with permission to become rich.
China has just not allowed capitalism, which are the methods to abuse a free market if you have too much money or influential friends.
They also do not have parties that can be influenced by rich election donors.
