Orcs are evil because they are evil monsters. They are created to be evil, by an evil god, to do evil things.
They are not a placeholder for a "different culture", they are not a human analog, they are not a "minority".
They are biological constructs made to do the bidding of dark god who made them to mock the other races (elves) specifically
If your mind can't comprehend that you likely shouldn't engage with LOTR material.
