If you see someone in public distressed, ask someone else to join you to see if they're alright. People do k*ll themselves at train stations, it's not stupid to suggest that you could save a life - but women, for goodness' sake, don't approach a man behaving 'off'. Too dangerous

Let me help out here as a former Executive Director of the EHRC. There is no intention to remove gender reassignment as a protected characteristic, nor should there be. Clarifying the EqA to redefine 'sex' as 'biological sex' restores women's rights to safety, decency, privacy.
