Governor Ron DeSantis signed Senate Bill 156, the Officer Jason Raynor Act, into law on Tuesday morning. The law establishes a mandatory life sentence without the possibility of parole for defendants convicted of killing a law enforcement officer in the State of Florida.
In 2021, Raynor made the ultimate sacrifice. The Daytona Beach Police Officer was shot in the line of duty and later died from his injuries.
Our office charged the defendant, Othal Wallace, with First-Degree Murder of a Law Enforcement Officer, for which he could be sentenced to death. However, in 2023, a Clay County jury found him guilty of the lesser charge of Manslaughter. Wallace was then sentenced to 30 years in prison, the maximum he could receive for the conviction.
The new law serves as a lasting tribute to Officer Raynor and strengthens protections for law enforcement officers. It ensures that defendants who attack, injure, or kill officers face the toughest penalties available under Florida law.
State Attorney R.J. Larizza and members of our executive team have spent the past three years advocating for the Officer Jason Raynor Act in Tallahassee, with support from Florida Senator Tom Leek and Representative Jessica Baker.
We were proud to attend the bill signing in Polk County alongside Officer Raynorโs family and our partners at the Daytona Beach Police Department.

Defendant Jermaine Williams Sr. was sentenced to death during a hearing on Monday.
In July, a Flagler County jury voted 11-1 in favor of the death penalty for Williams for the First-Degree Murder of his wife.
On Aug. 2, 2024, Williams stabbed his wife in the street outside of their Bunnell home.
The victimโs 14-year-old son witnessed the stabbing and tried to intervene. The defendantโs father, who lives nearby, happened upon the scene and held Williams at gunpoint until he stepped away from the victim.
The victim was stabbed 19-20 times. She was taken to the hospital, where she died from her injuries.
Surveillance video captured the defendant going inside the home and returning with an eight-inch chefโs knife before attacking the victim.
After his arrest, Williams admitted he retrieved the knife from the kitchen and stabbed his wife multiple times. He told detectives a comment she made โpushed him over the edge.โ

After a three-day trial, a Putnam County jury found defendant Caylen Deller guilty as charged of First-Degree Murder (Firearm), Tampering with Physical Evidence and Failure to Report a Death of a Person. Immediately following the verdict, she was sentenced to mandatory life in prison for the first-degree murder conviction.
On Sept. 15, 2024, Chad Mullen was reported missing to the Putnam County Sheriffโs Office.
Detectives spent weeks investigating the case, piecing together tips and evidence that ultimately led to the discovery of Mullenโs body in a shallow grave on a Hastings farm on Oct. 28, 2024.
The Medical Examiner determined that the victim died from two gunshot wounds to the chest.
The investigation revealed that the defendant lured Mullen to her horse stables in San Mateo on Sept. 9, 2024, and shot him.
Deller then used her horse to drag the victimโs body to a nearby pond with help from her co-defendant, Tina Marie Lee-Ellis. When the body resurfaced several days later, they moved it to the farm in Hastings and buried it using an excavator.
