All 7 members of the KY Supreme Court ruled that a Kentucky school choice program (Education Opportunity Account Act) is unconstitutional. Outgoing KYSC Justice Lisabeth Hughes wrote the opinion affirming an order from Franklin Circuit Judge Phillip Shepherd. ^AH
