“The biggest problem we have now is corruption. This corruption is not happening on the moon, it's happening here in the district, sub county and a constituency. Of course, now, I have opened a war on the corrupt so be sure that you are not in my gunsight. We cannot let our people down.”
H.E Yoweri K. Museveni
President of the Republic of Uganda
A bribe. A rigged deal. Cheating the system. None of it is small. Honesty is a duty we all share.
Me and you against corruption.

Reject, Resist and Report all forms of Corruption
On Saturday, 12th September 2026, the Special Presidential Assistant on Anti-Corruption, Adv. Rebecca Atwiine, engaged students, university leadership and staff of Ibanda University in a civic education and awareness campaign in the fight against corruption rallying the young people and the leadership to embrace integrity for a Uganda where Corruption ends and integrity leads.
SPA. Rebecca Atwiine reminded the students that the fight against corruption is a shared individual constitutional duty pursuant to Article 17(1)(i) of the Constitution of the Republic of Uganda, which provides that it is the duty of every citizen to combat corruption and misuse or wastage of public property. She emphasized that students are citizens today and do not have to wait until they become leaders or public officers to begin playing their part.
Adv. Rebecca Atwiine challenged the students to recognize that corruption often begins with everyday attitudes and choices, including examination malpractice, bribery, fraud, favouritism, misuse of resources and the belief that “everybody does it.” She urged them to build a strong CHILL mindset which is an acronym for the values with which as CIFACU we fight corruption i.e Courage, Honesty, Intentionality, Loyalty and Legitimacy and urged them to carry these values into their current school life and thereafter into their future professions, workplaces and communities.
She further encouraged the students to apply the (3Rs) Model: REJECT, RESIST and REPORT promoted by the Citizens’ Forum Against Corruption Uganda (CIFACU):*reject* participation in corruption, *resist* pressure to engage in corrupt practices, and *report* corruption through appropriate channels and using legitimate means. She emphasized that there is a difference between merely complaining about corruption and actively fighting it.
In her concluding remarks, SPA, Rebecca Atwiine invited the university leadership, staff and students to sign the CIFACU 'My Anti-Corruption Commitment' Pledge Card, stressing that while signing the card is a demonstration of their willingness and readiness to fight corruption and thcommitment must be demonstrated through daily actions. She challenged the students to become professionals who cannot be bought, leaders who can be trusted and citizens who will not tolerate corruption, noting that their education should not only transform their lives but also contribute to transforming Uganda for the better.

Indeed, they are the corrupters, but they do not realize it.
— Surah Al-Baqarah (2:12)
Corruption thrives where people refuse to see themselves as part of the problem. Self-deception is one of its strongest weapons.
Reject it. Report it. Report it.

Celebrating 82 years of leadership! Happy Birthday to our Chief Anti-Corruption Warrior, H.E. Yoweri Kaguta Museveni.
Wishing Mzee many more years of good health and strength as he leads Uganda forward.

Today I join Tooro and the rest of Uganda in bidding farewell to His Majesty Omukama Oyo Nyimba Kabamba Iguru Rukidi IV.
I grew up knowing him as the young King who became a man in public view. He received a heavy crown at three years old, and he carried it for 31 years with courage, humility and quiet dignity. That example stays with many of us: duty first, composure under pressure, and respect for the people you serve.
On 12 September 1995 he was installed. On 12 September 2026 he is laid to rest. Few lives are marked so clearly by the same date at the beginning and at the end.
I honour his service to culture, to the youth, and to the idea that our traditional institutions still have a place in a modern Uganda. I stand with the Queen Mother, the Royal Family (Babiito and the Babiito kati), and the people of Tooro in this hour of grief.
May the Almighty grant him eternal rest.
May Tooro remain united.
May we honour him not only in words, but in the way we serve.
Rest well, Your Majesty.
Gutusingire, Agutamba.

SPA/AC Advocate Rebecca Atwiine, during a fact-finding visit in Kalamba Town Council, Kassanda District:
Every citizen has a constitutional duty under Article 17(1)(i) to fight corruption.
Land ownership is not proved by an agreement or intention to buy. It requires receipts, transfers, titles and proper documentation.
Do not sell land you have not legally acquired. Exercise due diligence.
Leaders must not abuse their authority. LC1 Chairpersons are directed to stop endorsing sale agreements on disputed land until the matter is resolved.
Know the law. Protect what is yours.
