In the conclusion of my PhD-thesis, finalised in July 2011, I found that Warsangeli and Dhulbahante, between Somaliland and Puntland, suffered from general marginalisation and watched their homelands becoming war-zones "for holding Somalia together". This is based on data collected mainly 2003 and 2004. See details below. @JAbdi892 The decision to NOT fully integrate either in Somaliland or Puntland (back then) defied rational cost-benefit-calculations.
