A report commissioned by the Greater London Authority found that "racial bias" in licensing and policing disproportionately affects black-led music events.
The Race Equality in Music Event Licensing (REMEL) report said that black-led events in London were blocked at higher rates than white-led events, and that South Asian-led events also had more restrictions. Music genres such as Afrobeats, hip-hop, drill, R&B and dancehall were also routinely flagged as "high risk".
The Metropolitan Police said it would carefully consider the report's findings.

🚨 Braverman’s position on #bbcqt is so extraordinary: she internalises the racist premise that a person of Asian heritage cannot truly be English.
She is prepared to accept racial exclusion for herself, to do herself down and doff her cap to ethnic English nationalism, then uses her own self-exclusion to legitimise the exclusion of millions of others.
England is not a racial category. Black and Asian people born and raised here are no less English than anyone else.
This narrow English nationalism also treats England as the default nation of Britain, reducing Wales, Scotland and Northern Ireland to subordinate appendages.
The UK must be a partnership of equal nations, not a hierarchy with England at the top.

The images were taken by photographer, social activist and Oscar-nominated filmmaker Misan Harriman.
Harriman told BBC London that the children were "amongst the most important human beings that I have had the honour of photographing".
He added: "My reason to hold a camera is to give a voice to people, who for whatever reason, don't have one.
"Black children with Down's syndrome are a minority within a minority. They exist and have always existed."
The photographer, who is a friend of one of the co-founders, said he had known her daughter, who has Down's syndrome, since she was born.
"It is such a great joy watching this precious soul figure out the world in her own way," he said.
