Since 2018, residents of some estates earmarked for regeneration must be allowed to vote on the proposals.

Newham Council have spent at least Β£350k of public resources to campaign for a yes vote to demolish close to 60% of the Carpenters Estate.
With this level of spend, it is unsurprising they have succeeded.
