From today, 31 Oct 2026 new National Rules: Town & Country Planning (Discharge of LPA Functions) Regs 2026
♦️Schedule 1 — MUST be decided by one officer. Cannot go to committee:
All householder (extensions, lofts)
Minor commercial
1-9 houses on less than 0.5ha
Lawful development certs, conditions, etc.
No call-in, no matter how many objections. If committee decides it, decision can be quashed.
♦️Schedule 2 — Officer presumption:
10+ houses, major dev, listed buildings, etc.
Only goes to committee if BOTH Chief Planning Officer AND Committee Chair agree it raises a major economic / social / environmental issue.
If they disagree, stays with officer.
Other:
♦️ Committee max size now 13.
All councils have to change their constitution to comply.

Whilst the media try to portray some kind of Reform 'chaos' or suggest that we have some kind of unique issue in our councils or with our councillors, in fact both Labour and the Conservatives have lost more of their councillors over the last few years than Reform has.
Despite this, there doesn't seem to be the same scrutiny, the same running media commentary, or the same level of time and resources committed to investigating them? 🤔
