I just spoke with JJ Smith, the man who recorded the video in San Francisco showing what appears to be people experiencing homelessness being paid $5 to sign someone else’s name on a ballot petition.
“I was shocked each time I saw this. I have been seeing things like this multiple times,” Smith said.
He saw firsthand some people use the money to buy drugs nearby. "They are giving these people five dollars to go support their drug habits...it's going to be a never-ending cycle because people are going to do whatever they can do to get the money to support their drug habits."
