They first need to go after uncollected billed amounts.. Water is not underpriced.. Woeful inefficient operations shouldn’t suddenly become a burden on consumers..

The best way for the country to conserve on water use is not public service pleading, not water lock-offs, not arresting lawn-waterers. It is to eliminate the long-standing underpricing of water in order to remove the current incentive for ppl to waste it.
