Happening Now: National Child Disability Assistance Programme
NUDIPU and partners are engaging Organisations of Persons with Disabilities (OPDs) on the National Child Disability Assistance Programme, which will begin with 25 pilot districts.
According to @Mglsd_UG , the programme targets approximately 33,000 children with disabilities, prioritising districts affected by hard-to-reach conditions, high disability prevalence, multidimensional poverty and malnutrition.
NUDIPU CEO @EstherKyozira says the journey began in 2024, and Government has now committed UGX 15.5 billion through the Ministry to kick-start the programme.
The pilot districts are:
📍 Central:
Buvuma, Kalangala, Kassanda, Luwero, Lwengo
📍 Eastern:
Kaliro, Kamuli, Kapchorwa, Katakwi, Amuria, Pallisa, Tororo
📍 Northern:
Gulu, Karenga, Lamwo, Maracha, Napak, Otuke, Oyam
📍 Western: Kasese, Kikuube, Mitooma, Rubanda, Rukungiri, Sheema
While this investment is an important start, accountability and monitoring must remain central to implementation.
Civil society and OPDs must work closely with Government to ensure that the funds reach the intended children and families and are protected from misuse.
The UGX 15.5 billion is only a beginning. Children with disabilities live across Uganda, and the programme must ultimately reach those in need nationwide.
No child with a disability should be left behind.

Mpindi also encouraged Persons with Disabilities to embrace government programs such as the Parish Development Model (PDM) to increase their incomes.
He said that 10% of PDM money was ring fenced for them and disbursed to respective perishes.

“Kindly help address @KCCAUG officials to ensure that public buildings are accessible by PWDs too. We cannot access several buildings because it is only staircases, no ramps, no lifts. Let them think about us too.”
