President Trump fundamentally transformed the future of finance with the signing of the GENIUS Act last year. Today, U.S. Treasury’s @USOCC took a critical step toward implementing this historic legislation with the release of a final rule that delivers a federal framework for payment stablecoins that further cements American dominance in digital assets.

The GENIUS Act marks a watershed moment in American finance, further cementing the United States as the crypto capital of the world. Just as President Abraham Lincoln’s National Currency Act of 1863 established a national framework for bank-issued currency, the GENIUS Act establishes a federal framework for payment stablecoins in the digital age. The @USOCC's final rule carries that landmark legislation forward, providing a clear, practical foundation for private-sector innovation, competition, and American leadership in digital assets.

Fun Facts from inside the Fortress of Finance:   - Over 70 million Trump accounts have been created, of which 60 million have been auto-enrolled. Over $8 billion have been deposited in these accounts since July 4th. With Musk’s announcement today, the total will rise to almost ~$19 billion at current SPCX prices. - The Treasury and IRS issued proposed regulations for the implementation of the new Federal Scholarship Tax Credit. It is estimated that as many 2.2 million scholarships of up to $3,400 each year will be funded in this first ever federal tax credit for private K-12 education starting in January 2027. - The OCC issued a bombshell report on debanking abuses during the Biden administration. The findings show that from 2020 to 2025 America’s nine largest banks actively pursued policies to deny or limit access to financial services based on the political or religious beliefs of their clients. The report examined over 100,000 complaints and over 50,000 internal bank records. - In the Secretary’s statement to the IMF/World Bank he asked the Fund to sharpen its analysis of “the role non-market policies and practices and exchange rates play in driving external imbalances,” and he asked the Bank to “formally retire its prohibition on financing upstream gas and oil”. - The somewhat hotter than expected core CPI and PPI numbers, the stronger retail sales/industrial production data, and the steady increase in energy prices over the past week have  NOT created any major headwinds for either the stock or bond markets. The S&P500 is about 1.5% off its record high set back on Oct 6th. And the 10yr Treasury yield has fallen over 20bps from its cycle highs of 5.36% set back on Oct 7th.

No law-abiding American should be debanked for their beliefs. Today, I joined @USComptroller and leaders from coal, firearms, and faith-based organizations to expose politically motivated debanking brought on by Obama/Biden financial regulators and fight to end it.

Thanks to @POTUS’ leadership, we are delivering on his commitment to guarantee Fair Banking for all Americans. Our review @USOCC documents how banks’ use of subjective “reputation risk” policies restricted access to financial services based on customers’ beliefs and lawful business activities. Victims spanned across the political spectrum, ranging from small businesses that sold merchandise supporting the President to companies that donated predominantly to Democrats. Under this @USTreasury Department, that won’t happen again. We will continue working to ensure Americans have fair access to our banking system, regardless of their political or religious views. I’ve said many times that the CLARITY Act is essential to ensuring America wins the global race for new technology. That’s the reason Congress passed the GENIUS Act: to ensure that stablecoin infrastructure, a revolutionary financial technology, will be built in America. Ensuring that America’s community bank sector continues to thrive has been a constant focus of mine since day one. And the administration’s dual focus on enabling new digital technology to flourish and appropriately tailoring community bank regulation is key to both sectors driving U.S. economic growth together over the next several decades. The final draft of the CLARITY Act furthers this mission. It gives the Secretary of the Treasury additional authority to act if the facts around deposit flight change to the detriment of community banks. If stablecoins cause harm to community banks, I will not hesitate to use these tools to ensure they remain fully protected. Community banks are essential to U.S. economic performance and Main Street growth. Economic security is national security, and community banks play a major role in this principle.

.@USComptroller: Digital asset innovation is flourishing under @POTUS & @SecScottBessent. More than half of @USOCC applications received for new bank charters are related to digital assets – an eightfold increase from the Biden Administration.

Last week in Arizona, I joined @USComptroller and local banking leaders to discuss the critical role they play on the frontlines of furthering our economic and national security. We highlighted recent guidance issued to supervised financial institutions that supports the President’s EO by compelling banks to consider the risks associated with lending to illegal aliens. The Trump Administration will continue working with community banks to combat financial crime, strengthen the banking system, and protect the American people, while also taking steps to reduce their regulatory burden so they can better serve families and small businesses across the country.

For years, activists have hijacked the Community Reinvestment Act to shake down financial institutions and funnel funds to left-wing causes. @USComptroller and the FDIC are leading the Trump Administration’s work to end this abuse. Any form of community investment should benefit the communities it is meant to serve, not activists or nonprofit bureaucracies.

Our Founding Fathers—George Washington, Thomas Jefferson, and Alexander Hamilton—could never have imagined the economy America has built today. It is the envy of the world. As @POTUS has said, record investment is pouring into the United States. Thanks to President Trump's leadership—from digital assets and technological innovation to restoring American manufacturing—we are pulling away from the rest of the world.

Through @TrumpAccounts, @POTUS is helping a new generation of Americans enter our economy with both a stake in its future and the knowledge of how to thrive in it. At today's Financial Literacy and Education Commission meeting, I was pleased to discuss how the most successful program launch in government history will unleash a financial literacy boom. 7 million children have already enrolled in Trump Accounts, 86 percent of whom are from families earning less than $200,000. Financial markets are now personally meaningful to an entirely new class of shareholders. And that experience will be reinforced by fifteen learning modules tailored to each age group. As financial products and services continue to evolve, Trump Accounts will ensure that financial education evolves with them.

Two hundred and fifty years ago, a band of patriots gathered in Philadelphia and changed the course of history. What followed was eight years of war, sacrifice, and an unshakable belief that liberty was worth fighting for. Against all odds, they defeated the greatest empire on earth and founded a republic unlike any before it. Their courage secured the blessings of liberty for generations of Americans. Today, we celebrate 250 years of American Independence. As @POTUS has said, the best is yet to come. Happy Independence Day, and God bless the United States of America.
