El reglamento es bastante claro: "Se registra una infracción por sobrepasar los límites de la pista cuando ambos neumáticos se encuentran fuera de ella simultáneamente. Al igual que en el tenis, cualquier contacto con la línea se considera válido. Solo cuando ambos neumáticos están completamente fuera de los límites de la pista se considera una infracción" NUNCA sale ambas gomas completamente, la goma de Pecco toca lo verde... Pero no sale completa, así que la acción no debió de ser sancionado. Otro favor más a Marc. Impresionante.

No, if you play the advantage, then the goal could impact someone else. Goal difference for position can't be ignored, especially if it is for the winners. Also, the initial foul is a red card. If you ignore that, then Chelsea or Man Utd would argue that Liverpool should have a player suspended, which they should, and that would weaken them for a champions league place. So it's not stupid.
