We've just checked as well with the Xbox PC version and there's no need it seems to change the time zone on your PC this year. Just change your region on the Activision account and you're good to go.

Modern Warfare 4 DMZ doesn't give you a parachute automatically anymore, as you might have found out the hard way.
They're now a loadout item you have to acquire, and they're not exactly lying around in every building.
