The MEALS Act (H.R. 6187), provisions of which were incorporated into the Families First Coronavirus Response Act and signed into law in 2020. It expanded USDA waivers for school meal programs during COVID closures. Members of Minnesota’s Somali community largely ran the Feeding Our Future sites that prosecutors say fraudulently claimed ~$250 million in reimbursements. Documented ties include: campaign donations (~$5,400–$7,400) from Safari Restaurant associates Ahmed Ghedi and Abdihakim Ahmed (later convicted; funds redirected to charity); 2018 victory party and promotional video at Safari (top fraud site, owner Salim Said convicted); emails with Feeding Our Future founder Aimee Bock on waivers; and former staffer Guhaad Hashi Said’s conviction for a related fake site. Omar has denied knowledge of any fraud.
