Every year in the US, there are people that fail to prepare for natural disasters they know their area is prone to. This means that not only do dangerous rescues need to happen, but the people that need to be rescued are often stuck without food or water for days on end.

With that in mind, it should be fairly clear why a military installation would need to be able to get by for 90 days. Because if a huge natural disaster did happen, especially in more than one area, it would be a prime time to attack if the bases were not prepared.
