Treasury has responded to our proposal and, briefly, they are telling Parliament to NOT increase municipal equitable share to 10.9% of national revenue, from 9.3%…“yet.”
I had suggested they doubt SALGA’s research on the underfunding. Today, they all but said that. They persist that Parliament must follow their lead. Our response is simple:
1. Parliament is not bound by the government’s policy instruments. It is bound by law and nothing in the law prevents Parliament from making the changed we propose.
2. If the underlying evidence must be validated, then validate it!
3. If Parliament is inclined to agree with us, they can instruct Treasury to answer two questions BEFORE it decides on what is to be done;
(a) Can the proposed change be done, and, if so, what would need to be changed?
(b) If not, what would need to be changed between increasing revenue, debt or asset sales, and which would be most preferable.
We await to see what the Joint Committees do in the coming weeks. 🫶🏾🇿🇦
This was our brief presentation. Our argument and demand is simple;
Parliament must increase the LG Equitable Share, taking it up by R30bn pa to 10.9%. Municipalities are structurally underfunded and there is a quantified R30bn expenditure gap on unfunded mandates (per SALGA & COGTA), that’s eating into core municipal funding and service delivery requirements.
The Minister of Finance is proposing a R21.8bn increase over the MTEF, to cover inflation re bulk cost increases. We say Parliament can take that, AND add more, because a municipality that is structurally underfunded today (which is all of them), will remain so even after receiving compensation for rising bulk costs.
