Chancellor John Healey is expected to confirm in his maiden Budget that the full state pension will rise by ยฃ489 to ยฃ13,036, equivalent to 3.9 per cent.
However, doing so would bring thousands of low-income pensioners over the personal allowance threshold, forcing them into paying tax. The Chancellor is therefore expected to announce a rise in the tax-free allowance for low-income pensioners.
