AI leadership should be measured by how widely and safely the benefits are spread, not just who builds the most powerful models. Europe can plan a key role as a bridge to connect the US and China in ensuring AI is safe, and be the evaluation arm to keep them to their words. 💡🇪🇺
That’s the perspective I brought to the @TallinnSummit. Stimulating conversations about AI, governance, and how we move beyond rivalry toward shared prosperity. Grateful to be part of these important discussions in beautiful Tallinn. 🇪🇪 – at Tallinn, Estonia
Some specific suggested actions to move us towards a more positive and safe outcome for the #AI industry.

What a special experience in Wuzhen at the World Internet Conference. An honor to listen to Premier Li Qiang’s keynote, “Put people at the center of the AI era.” Key messages were: keep humans in charge, encourage “open” innovation, closing the digital divide by sharing AI to the global south, and the need for greater cooperation (especially around AI and safety). These are very positive signals leading up to the coming U.S.-China AI Dialogues. 🤝
I had stimulating conversations with China's AI community and local leaders, and spoke on a panel with esteemed experts on the future AI and why racing is not the path forward. The ancient water town was as beautiful as ever. 👍 – at Shanghai, People's Republic of China

AI is not like nuclear weapons. It cannot be contained or controlled by one party. There is no winning this AI race.
The “AI race” narrative serves those who want trillion-dollar valuations for supposedly inventing something unique.
But open-source models are now 90% as good as the best closed frontier models. There is no real differentiation.

America & China look at AI differently - and want it to do different things.
The American narrative is focused on building superintelligence & using it to make the country superior to others.
China is focused on growing the economy - diffusing the technology widely for economic growth & perhaps soft power.

The goal today is “slave AI” - or gladiator AI - obedient systems that follow orders exactly.
AI industry’s influence is enormous in the US. There are four times as many AI lobbyists in Washington as defense lobbyists.
AI is not like a nuclear weapon. Greater intelligence has a 99% commercial use case. A nuclear weapon has only one.
Nobody can tell you today who is liable when an AI chatbot or agent causes harm in the real world.🚨
That gap shapes behavior. If the AI labs keep all the winnings and your losses get socialized, you bet bigger. Every hand by AI labs becomes an all-in hand. 🃏 When there is no downside, nobody has a reason to police themselves.
Clear liability laws isn't anti-innovation. It's what makes builders take risk seriously. And what builds trust with customers to want to diffuse faster!

Looking forward to seeing many old friends at #WebSummit in Lisbon Nov 9-12. If you’re there, get in touch.
I’ll be speaking on “Open vs Closed AI”
Several global threats fueled by #AI are growing unchecked, and we're acting like it’s just another day! 🌎 ☄️ It feels like the “Don’t Look Up” movie in real-time. 👀
Cyber risk, bio-risks, economic bubble, AI misuse, geo-political tensions and the shocks that come with fast change are building like a tidal wave. Yet none of them is treated as a priority for society. We put our resources and effort into the next model launch and almost none into preventing the problems that could undo the progress.🚨
The fix isn't panic. It's preparation: shared early warning, real investment in resilience, and cooperation on the risks no country can handle alone.🤝

I’m looking forward to taking the stage at @TallinnSummit 2026 on 5–6 November!
For us to ensure a prosperous future in the agentic era, we must collaborate on safe and responsible development and deployment of #AI globally. 🌍🤝
See you in Tallinn! 🇪🇪

While it is clear now that the US and China need to cooperate on AI safety, @AGraylin and I made concrete recommendations long ago on this, in January 2025...they hold up pretty well now...a short thread. 🧵

Elon is forecasting stranded partially complete DCs. 🚨
If true… chip demand falls, fire sales on assets happen and the #bubble deflates.
Replying to @Yuchenj_UW
I think we’re going to see a lot of stranded compute in partially complete data centers
This tweet adds even more clarity.
I like the guppy analogy. 🐟💡
Replying to @chamath
Pretty much.
As of the past few weeks, debt markets have almost entirely shut off access to money for any company that doesn’t have substantial revenue independent of AI data centers.
SpaceX closed $40B of debt for GPUs, but we’re investment grade and have Starlink & launch revenue.
That means the 200+ neoclouds are going to see guppy-level death and consolidation. Some will make it through, but not many.
I’m happy to share that I’m starting a new position as Affiliate Professor at the University of Washington! 🎓 🐾
Excited to be teaching the "AI and Technology Policy" course with @BBrunjes, jointly offered by the University of Washington College of Engineering and the Evans School of Public Policy & Governance, University of Washington. This graduate course pairs topical seminar work with hands-on, quarter-long team projects. Student groups will work directly on active local, state, and federal #AI policy challenges, preparing the next generation for real-world governance while bringing critical interdisciplinary analysis to public sector host organizations. Classes start in the Winter quarter.
If your organization has relevant policy-related projects that you’d like to offer to the student teams or if you’re interested in giving an expert seminar or being a team mentor, please reach out to me directly. 💡

Nobody tries to deliver a baby in four months by adding a second mother. Some things take the time they take, and intelligence is one of them. Real-world data and experiential judgment can't be brute-forced. We need to raise #AI, not race it.💡
