100%. I get the feeling this is similar to the 2011 roster cuts (Heap, Mason, Kelly, etc.) where it was a clear way of saying "this isnt working", instead of trying to run in back with minor improvements (e.g the 2017-2019 Cavs)

Baltimore has to start planning for a future without Lamar Jackson.
This roster was built around Superman. It takes a 2-time MVP and 3-time First-Team All-Pro to hold it together. But bad protection, a lack of weapons, and injuries can become kryptonite, even for a talent as superhuman as Lamar.
A backup who can get you through three games isn’t enough anymore. Baltimore may need to start looking for its next franchise quarterback.
