It absolutely is related. If you want to ban something, what is stopping you from only allowing it under approval from some bureaucrat that will never approve it? What is the functional difference between that and just banning it outright? "But muh legal system allows in certain cases" why not allow all the time? What is the reason to restrict paternity testing?
