🇷🇸 Student List swept to victory in Serbia, ending 14 years SNS rule. A regime that, despite classified as electoral autocracy, enjoyed EU complacency for a long time.
The momentum for domestic reform shouldn’t be wasted. EU engagement should prioritise the fundamentals.

ALEKSANDAR VUČIĆ CONCEDES DEFEAT.
Aleksandar Vučić said the Student List had won the most seats in the election, based on a stratified sample.
“We don’t have the results. Many people will be surprised, and you will realise just how much some people have lied. Based on a stratified sample, it is clear that we have lost this election,” Vučić said.

Serbia votes today to elect 250 members of parliament from 18 candidate lists. Polling stations opened at 07:00 and close at 20:00. Anyone waiting to vote at closing time must be allowed to cast their ballot.
A total of 6.451.292 citizens are eligible to vote. At the previous parliamentary election, around 3.8 million people cast their ballots, bringing turnout to approximately 59%. Analysts note that turnout figures are depressed by the large number of registered voters who live abroad.
There are no exit polls in Serbia. Election monitoring organisations CRTA and CeSID are expected to release their first projections after 21:30, based on results from a sample of polling stations. The limited polling available suggests a tight contest between the ruling Serbian Progressive Party and its main challenger, the Student List.

🇧🇦 The biggest winner of the Bosnian election is someone who did not run: Milorad Dodik.
Dodik might use his strengthened position to extract concessions from the EU. The EU should not give in to this blackmail.

After these elections, the 🇪🇺 could do at least 3️⃣ things in 🇧🇦.
1️⃣ Understand where the internal and external leverage lies.
2️⃣ Sit and think deeply about its immediate and its short- to long-term interests, and what they mean for its approach.
3️⃣ Act.
On the leverage. Internally, it sits with the #SNSD and the #HDZBiH — with Milorad Dodik and Dragan Čović. They sit comfortably at state level: the Council of Ministers chairmanship, key ministries, and a Presidency renewed automatically after elections, where they now gain a seat. Meaning: they are in no hurry to form a government — itself, as in the past, a tool to extract concessions.
Externally, the main leverage lies with 🇺🇸 and the Trump administration; a thinner slice with 🇭🇷 and 🇷🇸; part still with 🇷🇺 and, lately, 🇮🇱. No one knows what was agreed, promised, or expected for the support before the vote. But what the leading Serb and Croat parties want is no secret. They say it openly: in the conclusions and declarations of the Croat National Assembly and the All-Serb Assembly, and through their lobbyists in Brussels and Washington: the Dayton Peace Agreement as implemented since 1996 has failed, and the answer is territorial organisation along ethnic lines and far stronger autonomy. They differ only in intensity, methods and timing.
The 🇪🇺 depends on others. EUFOR rests on a UN Security Council resolution (the 🇺🇸 and 🇷🇺). The #OHR and the Brcko arbitration are held by the 🇺🇸. The accession path depends on parliaments and governments where SNSD/HDZBiH have the keys. So the 🇪🇺 holds little leverage, and not only in 🇧🇦, but in 🇷🇸, 🇲🇰 and 🇽🇰. The past month made the point: two convicted war criminals buried with state-like honours — Ratko #Mladic in Belgrade, Biljana #Plavsic in Banja Luka. Statements from Brussels, however in the end right, changed nothing on the ground.
So, act.
1️⃣ Stop outsourcing 🇧🇦 to Washington and learn from dealing with the 🇺🇸 on trade, 🇬🇱 and other files. With 🇺🇸 interest being mainly economic, it may use its leverage to speed up government formation. But beware: it will also use that leverage to settle one of the bigger obstacles to its economic interests, and those of and those paying the DC lobby ecosystem: state property.
2️⃣ Use the moment. Address the fact that the 🇪🇺s words matter little. When 🇪🇺 leaders meet in Brussels next week to discuss enlargement, they should send one message: there is a 🇪🇺 in which every country in the region, if it reforms, moves to deeper integration — first the single market and Schengen, and then full membership. Complex, hard-to-understand, tailor-made, piecemeal 🇪🇺 integration will not work.
And 3️⃣, take Dodiks words, plans and power seriously — draw red lines and prepare the consequences.
On this and more, I had the privilege of discussing with @Be_Herrero, @LBicakcic and @ivaaanaaa at @epc_eu's event.

Announcing roadmaps for the most advanced countries without explicitly acknowledging that 🇲🇪 could close negotiations this year makes enlargement inevitably come across as a very distant goal, evincing that beyond the rhetorical commitment, there is still huge hesitation #SOTEU
EU enlargement has been largely neglected in the 2026 #SOTEU
"The closer some candidate countries are to meeting EU membership criteria, the further away accession seems to be," reacted @bb_erts (@epc_eu)

"Serbia is much more. That Serbia deserves to be supported. And that Serbia has a place in Europe"
In fact, the reactions to Mladić’s death were not spontaneous but the product of historical revisionism built by the government over the years.
Those images also revealed the EU’s mistakes in the engagement with Serbia.

The Commission did not publish in-depth pre-enlargement reviews, as #EUCO had called for & UvdL had promised in 2024.
The Council did not present a follow-up report on the future of enlargement & internal reform, as #EUCO had indicated in June 2024.
The June 2025 #EUCO will not provide guidance on the future work on internal #EU reforms, as European Council promised in June 2024.
All this shows that #EU & member states are not adequately responding to the "Test of Times" when it comes to enlargement & reform.
How to match Sunday declarations & speeches into Monday's reality?
