Today, the people of Serbia turned out in record numbers to shape their country’s future.
Congratulations to the Student List on its victory in the parliamentary elections.
We stand ready to support reforms on the rule of law, media freedom, the fight against corruption and strong democratic institutions, and to work together to build Serbia’s future in the European Union.

Congratulations to the International Criminal Court and its officials on receiving the Sakharov Prize.
This award sends a powerful message to the world: Europe stands firmly behind international law, the fight against impunity, and accountability for the most serious international crimes.
The EU will continue to support the @IntlCrimCourt.
There can be no lasting peace without justice and accountability.

Europe’s support for Ukraine - together with our international partners - is stronger than ever. And will remain steadfast.
Russia’s hybrid campaigns - including acts of sabotage and repeated violations of European airspace and territorial waters - remind us that the security of Ukraine and the security of Europe are inseparable.
Our goal remains a just and lasting peace, on terms that respect Ukraine’s sovereignty and security. And an Ukraine that advances on its path toward accession to the EU.

We deeply regret the ratification today by the Libyan Parliament of the so-called Libyan-Türkiye Memorandum of Understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea.
We recall that the EU’s position on this matter was clearly stated by the European Council in 2019 and remains unchanged. This agreement infringes upon the sovereign rights of third states, it does not comply with the Law of the Sea, and is null and void.
We reaffirm our solidarity with Greece and Cyprus.
We reiterate the EU's well known position against any outside interference in Libya.

The EU has stood with Ukraine since the very first day of Russia’s invasion.

Social dialogue is a cornerstone of the EU social model.
Our Tripartite Social Summit is always a valuable opportunity to exchange with representatives of Europe’s workers, employers and SMEs.
A stronger Europe must also be a fairer Europe. And that is the Europe we are determined to deliver.

No one wants peace more than Ukraine. The EU stands united and unwavering in its support for Ukraine and for all efforts to bring Russia’s war of aggression to an end.
Yet Russia continues to escalate, intensifying its reckless attacks on civilians and civilian infrastructure in Ukraine and its hybrid attacks targeting EU Member States.
This will not go unanswered. Today, EU Member States adopted nearly 1,600 new sanctions listings targeting Russia’s military-industrial complex - the largest single expansion of our sanctions list since Russia launched its full-scale invasion of Ukraine.
Russia’s actions will not weaken our resolve. We will continue to step up the pressure until Russia comes to the negotiating table and demonstrates a genuine commitment to ending the war.

International justice must be defended. There cannot be lasting peace without accountability.
The EU deeply regrets the decision of the United States to impose institutional sanctions on the International Criminal Court (ICC).
We will carefully analyse the situation and take the appropriate steps to protect the Court.
The US decision to delay the entry into force of its latest measures is an opportunity for dialogue.
The EU will continue to support the ICC and the Rome Statute system through political, diplomatic, financial and practical means.

I spoke with President of the European Council António Costa @eucopresident. I am grateful to António for his clear and principled stance in condemning Russian strikes against our people and for his condolences. In recent days alone, the Russians have killed 78 people and injured 215 in strikes on Pryluky, Kramatorsk, Kyiv, and our other cities. This is a brutal Russian escalation – terror against people and life. And it is important that leaders do not ignore what is happening. I thanked him for the €1.2 billion tranche received yesterday – the funds will be used for our defense, including drones. This will provide tremendous support.
We are working to secure other necessary decisions as well. We discussed the timeline for opening the next negotiating clusters, the winter energy package, and further financial support. We agreed to meet in the near future – the three of us: António Costa, Ursula @vonderLeyen, and I.
I also briefed António on the contacts and meetings with the American side that will take place in the coming days – our team is already on its way. We appreciate Europe's support.

Good phone call with President @ZelenskyyUa.
I invited him to join us in person for the discussion on Ukraine at next week’s #EUCO.
We discussed Ukraine’s progress towards EU accession. We look forward to opening two negotiating clusters next week, and all remaining clusters by the end of the year.
Russia’s intensified attacks on Ukraine, including against civilian targets, as well as its hybrid attacks against EU countries, demonstrate once again its lack of genuine interest in peace negotiations.
The EU will continue to stand by Ukraine until a just and lasting peace is achieved.
It is time for Russia to end its war.

Multilateralism is the only realistic way to address the defining challenges of our time: peace and security, the climate emergency, economic insecurity and artificial intelligence.
The EU’s message is clear: we need multilateralism that is strong, effective, representative and capable of delivering for people.
That is why, this week, the EU joined forces with 🇦🇺, 🇧🇧, 🇧🇷, 🇨🇦, 🇮🇳 and 🇰🇪 to launch #P4M: Partners for Multilateralism, International Law, Peace and Prosperity.
Our shared commitment must translate into concrete action: ending Russia’s aggression and achieving a just and lasting peace in Ukraine, in line with the UN Charter and respecting its sovereignty and territorial integrity; ending the suffering of civilians in Gaza and Palestine and advancing the Two-State solution; and pursuing a peaceful resolution to the conflict in Iran.
When we act together, multilateralism delivers for people.

While here in New York, it was a pleasure to meet Mayor @ZohranKMamdani and participate in the event ‘Building an Economy for the Many’.
In an interdependent world, we need coordinated solutions to global and local challenges.
We cannot build an economy that works for the many without peace and stability in the world.
And we cannot build a more peaceful and stable world if our societies are divided and people feel left behind.
That is why we must defend international law and multilateral institutions like the @UN.
And that is why we must put the well-being of our citizens at the centre of our policies.

Partners for Multilateralism #P4M will be an open platform bringing together partners from across the world who are ready to uphold the common principles enshrined in the UN Charter and work towards concrete solutions.
It will serve as a global network for dialogue, coalition-building and practical cooperation, helping us coordinate our response to shared challenges, with the @UN at its core.
Together, we can make progress in addressing global challenges such as the climate emergency, sustainable development, pandemic preparedness, economic resilience and artificial intelligence.
