Many may have missed this, but in the third playthrough, examining the 3F manager’s desk reveals that Le Noir invited him to become their new voice after losing god voice(Le Rouge no need him cause the Buffet) This might explain why Hong Lu’s new ID seems to belong to Le Noir.
