Russia is turning the Arctic into a fortress, a frontline, and a contested space. @MatBoulegue traces what a decade of war, sanctions, and melting sea ice has done to Moscow's position in a region it once dominated. cepa.org/comprehensive-repor…

Every summit between Vladimir Putin and Xi Jinping has brought fresh promises of friendship. Every one also leaves Russia a little more dependent on China. The partnership is asymmetrical but stable. Beijing helps Moscow adapt to sanctions, sustain a militarized economy, and replace lost Western markets, all while keeping its own freedom of maneuver. Together, the two regimes form a single meta-threat, and democracies need to treat it as one. cepa.org/comprehensive-repor…

Today, humans train AI models on what we know. With recursive self-improvement, the models begin training themselves. Representative Don Beyer (VA-08), warns that this is why the idea has become the hot topic among Silicon Valley tech leaders. Machines that work 24 hours a day, seven days a week, could improve far faster than anything we have seen. If they become smarter and more powerful than we are, able to move money or hire people to act in the real world, the question is whether they will want what we want. Watch the full fireside chat at the link below.
