Optimism's bug bounty tops out at $2,000,042. A critical pays 10% of the funds directly affected, scaled by funds at risk against market cap, and the team can cap it again at 10% of the economic damage.

Why does a failed transaction still cost gas?
Because the network did the work. If a transaction runs out of gas, Ethereum undoes the changes and keeps all the gas you provided.
If it reverts before hitting its limit, the gas you set aside and never used comes back.
