What’s top story today on Irkutsk TV? Not the death of a Russian plague researcher. I watch the local TV news bulletin and take a look at today’s Russian newspapers. #ReadingRussia

Over the month of September, the Russian net gains were negative 190 km2. This marks the greatest monthly net territorial loss for Russia in our dataset since the June of 2023. (1/12)

"Imagine heavy drones flying 15 to 20 kilometers (approximately 9.3 to 12.4 miles) deep into enemy rear positions and then deploying unmanned ground vehicles, or UGVs (unmanned ground vehicles), essentially robots, that drive even deeper into the rear," writes Kateryna Lisunova, Ukrainian journalist, in her op-ed. kyivindependent.com/washingt…

More from my @FT interview with President Zelenskyy and on the intelligence intercepted by Kyiv about Russia's winter attack plans. It's deeply disturbing. Attacks concentrated on Kyiv, Kharkiv, Odesa and Lviv. The goal: isolate them, destroy morale, sow chaos, spark a new flood of refugees into the EU. Also: Russia wants to sever Ukraine's nuclear facilities from the energy grid. ft.com/content/c2ad4cd1-a08a…

Russia's 2027 budget in one line: defense grew more than the entire budget. Everything else shrank to pay for it. Security takes 44%. Human capital—social policy, healthcare, and education—accounts for 21%. Debt interest beats health + education combined. Why are we not surprised? reuters.com/world/russia-rai…

Heavy damage in Ukraine’s capital, Kyiv, this morning after a major overnight Russian drone and missile attack. Russian forces launched roughly two dozen ballistic missiles and 30+ cruise missiles at Kyiv and the nearby city of Bila Tserkva, killing at least two.

Big statement from Zelenskyy, who appears to warn of unprecedented amounts of Ukrainian drones heading into Russia soon: “We in Ukraine do not want innocent lives to be lost. That is why we are warning our partners: the safe days in Russia’s skies are over.” “Today, we want to warn every airline that uses Russian airspace, every insurer, and everyone who still uses Russia’s key airports: Russian airspace is becoming completely unsafe. Ukraine does not threaten civilian aviation as such – not a single civilian aircraft. There will simply be drones in Russia’s skies on a scale that has to be taken into account. Although the Russian authorities are not properly informing people about this, Russian airspace will effectively be closing – the war started by Russia is closing its skies.”
It was from Russia that the first missiles and the first drones came, and they crossed our country’s border from Russian airspace. This escalation cannot and will not remain confined to Ukrainian territory. Today, we want to warn every airline that uses Russian airspace, every insurer, and everyone who still uses Russia’s key airports: Russian airspace is becoming completely unsafe. Ukraine does not threaten civilian aviation as such – not a single civilian aircraft. There will simply be drones in Russia’s skies on a scale that has to be taken into account. Although the Russian authorities are not properly informing people about this, Russian airspace will effectively be closing – the war started by Russia is closing its skies. We in Ukraine do not want innocent lives to be lost. That is why we are warning our partners: the safe days in Russia’s skies are over. It is important that this is heard by the ambassadors of countries represented here in Ukraine, as well as by ambassadors working in Moscow. Every one of them knows exactly what Russia’s war means for our country and our people, and they must convey this information to their capitals. It is important that the airlines currently flying to airports primarily in Moscow, St. Petersburg, and other key destinations in Russia hear this as well. The Ministry of Foreign Affairs of Ukraine and our other institutions will provide international organizations with full information about the dangers in Russian airspace. Drone-infested skies are no place for civilian aviation. From the evening address.

"Ukraine is struggling to ship grain via the Black Sea as Moscow steps up strikes on commercial vessels in retaliation for a week of heavy attacks by Ukraine on Russian shipping. Russian drone attacks on the port of Odesa, Ukraine’s biggest seaport, have caused storage capacity to drop by a third, according to maritime security company Ambrey, while shipowners are refusing to send ships into the area for fear of being struck. Some traders have paused buying in Odesa, according to analysts... As a result, she said, domestic purchase prices at Ukrainian ports have “vanished”, and shipowners are no longer providing freight quotes... Some ships have paused outside Ukrainian waters to reassess the risk of Russian drone and missile attacks, while insurance premiums have soared, according to Pavel Sosnovsky, analyst at Ukraine-based International Seaborne Market (ISM). “Several underwriters have suspended war risk cover for voyages to Ukrainian ports altogether.” @alicemhancock @SavageSusannah @polinaivanovva ft.com/content/5c64e7a5-fe26…
