Abukar Dahir Osman 🇸🇴 who voted against Morocco in the UNSC is reportedly linked to Progressive Health Care Services, a Cincinnati home health agency that pleaded guilty to Medicaid fraud in 2021 and was ordered to pay $93,933.14 in restitution. Records list Osman as the company’s “President & CEO” in 2009 and “Managing Director” from 2014 to May 2019 overlapping his UN posting. Former HHS Deputy Secretary Jim O’Neill confirmed the association on X, saying HHS had “previously taken action against Progressive in response to a conviction for Medicaid fraud.” Before diplomacy, Osman reportedly worked as a supervisor in the Franklin County Adult Medicaid Unit (2007–2012), and state records reportedly show he remains prohibited from certain roles with Medicaid providers in Ohio.
