My poor daughter continues to get the run around from @CapellaU who insists on charging her full tuition for a course she dropped by the deadline she was given. She even has an email confirmation that she dropped the course by the deadline.

Great question. Depends Della. Less competitive states that have trouble attracting and keeping what they have should do both but focus on retention. Competitive states with more favorable business environments should focus on attraction.
