If this were a child that someone dropped on Buck's door i might understand him doing this badly, i would give him some consideration. But this its something he decided to do, he actively chose to become a foster parent. The least he should have its basic parenting skills
the fact that they met this kid in a situation that could have turned fatal and buck is still allowing the behavior to continue without setting any boundaries means hes never been the right person to foster a kid in the first place.
