There’s a propaganda narrative surrounding the 1994 Budapest Memorandum:
“The West promised to defend Ukraine, then betrayed it.”
But what did the agreement actually say?
And why is Russia so interested in shifting the blame?
Let’s look at the facts.

The Budapest Memorandum did not promise Western military intervention. Russia violated the commitments it signed.

Could Western governments have done more in 2014? That’s a legitimate debate.
But claiming the US and UK broke a promise to send troops is false. No such obligation existed in the text.
Criticism of Western policy is not evidence of a broken defence treaty.

The effect is predictable.
Ukrainians are encouraged to distrust their Western partners.
Western audiences are encouraged to question their governments and each other.
Political divisions deepen, while Russia’s responsibility is pushed into the background.

This is where Kremlin propaganda enters the picture.
Instead of discussing Russia’s broken commitments, pro-Kremlin narratives shift the blame:
“The West betrayed Ukraine.”

Now consider what actually happened.
In 2014, Russia seized Crimea.
In 2022, Russia launched its full-scale invasion of Ukraine.
Both actions violated Russia’s own commitments under the Budapest Memorandum.
Russia signed the agreement.
Russia violated it.

What the agreement did NOT include:
No NATO-style Article 5 protection.
No automatic military intervention.
No obligation for US or British troops to defend Ukraine.
Security assurances are not the same as a mutual defence treaty.
That distinction matters.

The signatories committed to:
Respect Ukraine’s sovereignty and borders.
Refrain from threats or use of force.
Avoid economic coercion.
Consult over disputed commitments.
Seek UN Security Council action in specified nuclear-related scenarios.

In 1994, Ukraine agreed to give up the nuclear weapons stationed on its territory.
In return, Russia, the United States and the United Kingdom provided security assurances, including respect for Ukraine’s sovereignty, independence and existing borders.
