Regulatory PETshop II kicked off at USC Capital Campus in Washington, DC with welcome remarks from @LindaJeng1 (@GeorgetownLaw / @aave Labs), who set the stage for an afternoon of candid, off-the-record conversation on how privacy-enhancing technologies can shape agentic commerce, payments, and financial regulation.
Our keynote came from Chris Bramwell, Chief Privacy Officer and Director of the Utah Office of Data Privacy, who walked us through Utah's State-Endorsed Digital Identity (SEDI) framework. The big idea: shift control of identity and personal data back to individuals, with a governance framework (rights, requirements, accountability, and remedies) paired with a technical implementation so people can prove who or what is authentic, share only what's needed, and keep a verifiable root of trust, including in a world of AI agents acting on their behalf.

Thank you, Linda, for your leadership as lead organizer, and thank you, Chris, for a thought-provoking start to the afternoon.

Session I at Regulatory PETshop II asked what it actually looks like when an AI agent goes shopping.
@AbhishekEsq of @NEARFoundation walked the room through a real, recorded purchase: an agent, working under spending limits its owner set, bought a power bank from an online electronics store by paying through the store's existing crypto checkout, with the owner's rules enforced before any payment was signed. The takeaway for policymakers: when an authorized agent payment goes wrong, who handles the complaint, and what evidence can they demand?
Chad Harper of @coinbase followed with "Money at machine speed," on x402, an open standard that puts payment inside the web request itself, making tiny pay-per-use purchases possible. Key policy themes: preserve micropayment economics, build compliance around identity, authorization, and wallet controls, and keep the market open.

Thank you to our presenters Abhi Vaidyanathan and Chad Harper, our moderator Dave Schwed, and all of our discussants for setting the foundation for the day.

If an AI agent is going to act for us, what does it need to reveal, and to whom? Session II dug into the questions at the heart of agent identity: identity and personhood, delegation and permission, privacy and disclosure, and revocation and recourse.
Shady El Damaty @hebbianloop (@humntech / Holonym) aled off with their perspectives on designing identity and authorization so agents can prove what's needed without exposing everything. He was joined in discussion by Connie LaSalle (@NIST ), Ryan Galluzzo (NIST), Théo Madzou (@ZKPassport ), and Cody Wood (@worldnetwork ).
Thank you to our lead discussants and presenters, Shady El Damaty and to everyone at the table for such a thoughtful exchange.

What happens when AI agents start to transact on their own?
On Friday, Regulatory PETshop II brought together domestic and international regulators, government officials, and industry leaders in privacy, infrastructure, and protocols at the USC Capital Campus during @dcfintechweek to explore the next frontier of agentic commerce.
Together, we examined how agents prove identity and authorization without revealing too much, where privacy breaks down, how compliance becomes programmable, and who is accountable when autonomous systems transact. These questions will help shape the infrastructure, safeguards, and trust needed for an economy in which AI agents act on our behalf.
Thank you to our keynote speaker, Chris Bramwell of the Utah Office of Data Privacy, and to all of our presenters and lead discussants for sharing their expertise:

Happening now at @dcfintechweek: Tiered KYC, Digital ID & the Privacy Tightrope
Compliance built into the blockchain itself, and not just AML. The conversation goes beyond KYC to market compliance and trading rules too, on permissionless Layer 1 blockchains where privacy is built in with zero-knowledge proofs.
Yaya J. Fanusie @SignCurve (Global Head of Policy, @AleoHQ Aleo Network Foundation) described how a driver's license could be digitized and used to prove a specific fact for customer identification, without handing over a copy. The proof is verified mathematically and cryptographically, so trust comes from the math, not a stored document.
Linda Jeng @LindaJeng1 (Chief Legal & Policy Officer, @aave Labs) spoke to the user's side of the equation: the right to share your data, the right to delete it, and having tools to control your own digital identity data.
Both will carry this into Regulatory PETshop II this Friday, Oct 16 at USC Capital Campus. It's our invite-only workshop on privacy-enhancing technologies, agentic commerce, payments, and the future of financial regulation, hosted by the USC VanEck Digital Assets Initiative (VEDA) during DC Fintech Week.
