Shinichi is such a smart villain. He's probably using Gakyung as his own 'shield'.
He's already suspicious of Gakyung because of her undercover name 'Geum Seohee', making him think that perhaps 'Seohee' is related to Geum Seokjung, who was suspected of being part of Gugukdan.
Thus, by keeping 'Seohee' by his side during the event, it would harbor a bit of hesitance for Gugukdan to hurt/assassinate Shinichi again because it might hurt Seohee.
This is like him bringing Hideo during that dinner in episode 1 (he already had a suspicion of Soran's true nationality, hence the finger counting scene).
Whenever the Gugukdan makes a move, Shinichi is already 4 steps ahead. What a cunningly evil guy!
