Ugandaโs military intelligence leadership is reportedly facing another major shake-up, with Brig Gen Oscar Munanura said to be taking over as Chief of Defence Intelligence and Security (CDIS), replacing Maj Gen Richard Otto.
ChimpReports reported on Tuesday, October 27, 2026, that Munanura had been elevated to Acting Major General and assigned to head the powerful intelligence directorate, while Otto was reportedly directed to report to the Human Resource Department for redeployment.
โ ๏ธ ๐๐๐๐๐๐๐๐๐: The report says the appointments had not yet been formally announced. DailyNewsUg has not independently confirmed the reshuffle.
๐ ๐๐๐ ๐๐๐๐ ๐๐๐๐
The reported changes come as Chief of Defence Forces Gen Muhoozi Kainerugaba publicly alleges that former Deputy CDF Lt Gen Peter Elwelu is linked to an alleged rebellion.
Muhoozi has claimed that more than 20 former soldiers associated with Elwelu have been arrested and urged the retired general to surrender, warning that his life could be at risk.
He has also declared that Elwelu has been stripped of his military ranks and demoted to Private.
However, the military has not publicly presented evidence establishing that Elwelu formed an armed rebellion. Details of the alleged arrests, including the identities of those detained and the specific charges involved, remain unclear.

Munanura is a military intelligence officer who previously served in counterintelligence and was promoted from Colonel to Brigadier General in February 2025.
In March 2026, he was reported to have become Deputy Chief of Defence Intelligence and Security, replacing Brig Abdul Rugumayo.
His reported elevation would place him at the centre of Ugandaโs military intelligence operations during a sensitive period of investigations and leadership changes.
๐ ๐๐๐ ๐๐ ๐๐๐๐๐๐๐ ๐๐๐๐?
Otto was officially appointed Chief of Defence Intelligence and Security on April 16, 2025, replacing Maj Gen James Birungi.
Before that appointment, he commanded the UPDF Mountain Infantry Division and held several operational and diplomatic assignments, including service in Somalia and the Democratic Republic of Congo.
His reported removal, if formally confirmed, would mark another significant change at the top of Ugandaโs intelligence establishment.
๐ ๐ ๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐๐๐๐ SHAKE-UP
The latest report follows earlier investigations involving former military intelligence chiefs, including Maj Gen Abel Kandiho and Brig Gen Charles Bakahumura, whose detention was reported in September 2026. Other senior officers have also faced investigations over alleged intelligence misconduct.
The developments raise important questions about the scale of the ongoing investigations, the evidence being gathered and the future leadership of the UPDFโs intelligence structures.
โ ๏ธ ๐๐๐ ๐๐๐ ๐๐๐๐๐๐๐๐: Is this a routine leadership reshuffle, part of a broader intelligence overhaul, or directly connected to the alleged Elwelu rebellion?
For now, the reported appointment and removal await formal confirmation, while the allegations against Elwelu remain unproven in the public record.

NOW HOW IN THE WORLD DOES A 3-YEAR-OLD END UP WITH THE POLICE BEING CALLED TO HIS SOCCER GAME?! ๐กโฝ
A little boy named Nevada, who is ONLY THREE YEARS OLD, was reportedly playing soccer in Winter Park, Florida, in an i9 Sports youth league with children who were FIVE YEARS OLD! Now, from what his family is saying, this baby was so good at soccer that the older children were having a hard time getting the ball away from him! And instead of the adults celebrating this child's talent, encouraging their own children to practice, or simply allowing these babies to ENJOY THE GAME, some parents allegedly started complaining! They claimed he was hogging the ball and trying to show off! SHOWING OFF?! HE'S THREE YEARS OLD!! ๐ณ What was he supposed to do? Stop playing because somebody else's child couldn't get the ball?! And here's where this story gets even more ridiculous...according to Nevada's family, the situation escalated to the point that POLICE WERE CALLED, the league issued a trespass notice, and officers escorted the family off the soccer field! OVER A CHILD PLAYING SOCCER?! Now, I don't know every detail of what happened that day, and I certainly want to hear the league's explanation. But if things happened the way this family is describing, somebody has some serious explaining to do! WHEN DID ADULTS BECOME SO COMPETITIVE THAT WE FORGOT THESE ARE CHILDREN?! Everybody's child isn't going to be the fastest! Everybody's child isn't going to score the most goals! Everybody's child isn't going to be the best player on the field! AND THAT'S OKAY!! That's part of sports! You win some, you lose some, you practice, you improve, and most importantly, YOU LEARN SPORTSMANSHIP! What you DON'T do is teach children that when somebody is better than them, the solution is to complain until that child is removed! And what really bothers me is the possibility of what this experience could do to that little boy. At THREE YEARS OLD, he should be thinking about kicking soccer balls, running around with his teammates, and having fun! Not wondering why police officers are escorting his family away from a place where he was supposed to feel safe and welcomed! His family says they received a refund for their registration. But let me tell y'all something...EVERYTHING ISN'T FIXED WITH A REFUND! You cannot put a dollar amount on a child's experience, confidence, or love for something they enjoy doing! And I also have to wonder whether this little boy was treated differently because of who he is. That's a fair question to ask, but one that deserves answers rather than assumptions. As adults, we are supposed to be teaching children how to handle disappointment, how to celebrate other people's accomplishments, and how to keep trying when somebody is better at something than they are! WE SHOULD BE BUILDING CHILDREN UP, NOT TEARING THEM DOWN BECAUSE THEIR TALENT MAKES SOMEBODY ELSE UNCOMFORTABLE! I sincerely hope the full circumstances of this incident come to light, because this family deserves answers. And to little Nevada, baby, I hope you NEVER lose your love for soccer! โฝโค๏ธ

Uganda 's major business headlines today focus on drastic government fiscal austerity measures to protect the local currency, major regional trade pacts, and multi-billion shilling transport project updates.
Macroeconomics & Monetary Policy
โข Austerity Measures Implemented: The Ministry of Finance has slashed planned operational spending by nearly Shs3 trillion for Q2 of FY2026/27. All Ministries, Departments, and Agencies (MDAs) must cut spending on fuel, workshops, and travel by half.
โข Shilling at Record Low: This aggressive fiscal tightening comes as the Ugandan Shilling fell past the Shs4,400 mark against the US dollar (even briefly touching Shs4,500 in intra-day trading), driven by rising global oil prices and a widening current account deficit.
โข Monetary Policy Strains: The Bank of Uganda has maintained a tight stance, having previously lifted the benchmark Central Bank Rate (CBR) to 12% and raised the Cash Reserve Requirement to 13.5% to combat the currency depreciation.

#copied Prominent journalist Simon Kaggwa Njala has spark a massive debate by publicly questioning the 2017 passing of the "Rich Gang" president, calling it one of the most mysterious deaths to date.
Njalaโs investigations into the official story have raised serious red flags
๐๐จ ๐ก๐จ๐ฌ๐ฉ๐ข๐ญ๐๐ฅ ๐ซ๐๐๐จ๐ซ๐๐ฌ: When Njala personally contacted Steve Biko Academic Hospital in South Africa, they reportedly confirmed that no patient by the name of Ssemwanga or any of his known aliases had ever been admitted there.
๐๐จ ๐๐ฎ๐ญ๐จ๐ฉ๐ฌ๐ฒ ๐ซ๐๐ฉ๐จ๐ซ๐ญ: He points out that an official autopsy report was never made public, noting that not even Uganda's High Commission in South Africa ever saw one.
While official accounts state that Ssemwanga passed away on May 25, 2017, after suffering a massive stroke, these revelations have reawakened intense conspiracy theories.
Did the tycoon pull off the ultimate vanishing act, or is this simply a case of missing paperwork?
The parliament of Uganda needs only 20 intellectuals to run this country like opondo, senyonyi....
Supposing we had 553 members of the 12th Parliament like @OfwonoOpondo?
