Drawing upon decade-long experience in measuring the internet around the world from Russia to Philippines, Arturo showed how the the global censorship landscape has changed, and what are the new challenges and opportunities to use rich technical data to fight it.
Arturo Filastò founded the Open Observatory of Network Interference (OONI) in 2011 and serves as Executive Director and CTO. He previously worked for the Tor Project and created several free software projects that promote human rights, such as GlobaLeaks. He co-founded and serves as the Vice-President of the Hermes Center for Digital Human Rights. Arturo studied Mathematics and Computer Science at Università di Roma “La Sapienza”".

⚖️ Kenya's High Court ruled the government cannot arbitrarily block websites, striking down the Cybercrimes Act clause behind past #internetshutdowns.
The winning petition drew on OONI's evidence of Telegram blocking during KCSE exams. 🌐

OONI data from #Spain shows that blocking implementation varied across ISPs, with Telefonica among the most consistently observed operators applying the blocking.
Blocking by most ISPs was largely confined to LALIGA match time windows, with minimal evidence of spillover outside broadcast periods.

‼️ We also detected TLS Man-in-the-Middle (MitM) attacks on Digi Mobil (AS57269), raising privacy and security concerns.
OONI data collected from Digi Mobil in #Spain reveals that a total of 7,334 unique IPs in 14 ASNs, hosting a total of 10,759 domain names, were affected by TLS MitM attacks during the LALIGA broadcasts.

At least 36 infrastructure and hosting providers were impacted by the IP-level blocking observed during LALIGA match broadcasts.
OONI data collected from #Spain reveals the blocking of 7,441 unique IP addresses belonging to 36 organizations, including Amazon, Cloudflare, Alibaba Cloud, Akamai, Meta, and Microsoft.

At least 5.8% of the internet’s most popular domains were found to be blocked in #Spain.
Out of 9.2 million domains tested, we found at least 554,510 domains blocked at some point in time in Spain during the LALIGA football match broadcasts.
Affected domains include benign and important websites, such as those of @amnesty and @GreenpeaceArg.
