THE CANDIDATE CAMPAIGNING WITH A RESIGNATION LETTER By Suleman Ahmad Tudu I thought we had seen every kind of politics in this country. I thought we had seen every style of campaign and promise. But I was wrong. Zamfara State is about to see something entirely new: a governorship candidate who is not campaigning with a blueprint but with a resignation letter. A few days ago, the governorship candidate of the Nigeria Democratic Congress (NDC) in the state, Senator Kabir Garba Marafa, granted an interview to DCL Hausa. In the interview, he made a declaration that was both curious and laughable. He boasted that if he fails to tackle Zamfara's decade-long security challenges within 24 months, he will resign! On the surface, the declaration sounds bold. It sounds like accountability. But if you listen to the full interview, you will realize that it has nothing to do with boldness but a clear confession that he has no plan to govern Zamfara. Yet he needs the power anyway. The journalists gave Marafa a chance to sell his candidacy by asking a simple and fair question in the interest of accountability: What are your plans to address the long-standing security challenges? Instead of seizing the opportunity to convince Zamfarawa with a clear plan, he unfortunately fumbled and rambled. He dodged the question entirely because he had no roadmap. Just, "I will resign after two years if I fail.” Let us think about it. What does it mean to ask people to vote for you without telling them how you intend to make their lives better? This is akin to hiring a builder who has no floor plan. You ask him, "Where is your plan for my house?" He replies, "Don't worry about a plan. Just give me the contract. If I fail to build you a good house in half the agreed time, I will abandon the site and leave.” That is exactly the gamble Senator Marafa is offering Zamfara. To make it worse, Marafa tried to present his record of resignation as a credential. He reminded us how he resigned in 2008 as Commissioner for Education because he could not manage some few “powerful” school principals. By his own account, he redeployed the principals, even without the Governor's prior consent — an act of clear insubordination — and when the decision was reversed or challenged, he decided to arrogantly and cowardly walk away… I wonder how someone who could not manage a few school administrators without quitting wants to manage a whole complex State like Zamfara? Senator Marafa needs to understand that Leadership is not about running away when a problem gets tough. It is about summoning the courage and determination to stay, think outside the box, and solve even the seemingly insurmountable challenges. Nobody in history has ever fixed any problem by threatening to resign. Resignation is not a leadership strategy, it is a final admission of failure. The good people of Zamfara cannot gamble their future on trial-and-error experiments. What we need is a leader who is fully prepared, has a viable plan and a track record of solving complex problems– not someone who runs away from them. That is where Governor Dauda Lawal has distinguished himself and stands ahead. In 2022, Governor Lawal made history as the first and only governorship candidate ever in the political history of Zamfara State to unveil and publish a campaign manifesto. The document clearly outlines his six-point rescue agenda, which continues to define the direction of his administration: Security, Agriculture, Education, Healthcare, Economy, and Empowerment. He did not conceal his plans because he understands our problems, believes in his capacity to solve them, and believes the people of Zamfara deserve a basis for holding their leaders accountable. The manifesto is still publicly available. You can find a copy and see for yourself how far Governor Lawal has gone in implementing it.

In an interview with DCL Hausa, Senator Kabir Garba Marafa, the governorship candidate of the Nigeria Democratic Congress (NDC) in Zamfara State, declared that he would resign if he failed to tackle the state’s long-standing security challenges within 24 months. The author questions this promise, arguing that Marafa failed to provide a clear strategy for addressing insecurity when given the opportunity to explain his plans. According to Tudu, promising to resign after failure does not demonstrate preparedness for leadership. He also recalls Marafa’s resignation as Commissioner for Education in 2008, questioning his approach to handling difficult challenges. The article contrasts Marafa’s declaration with Governor Dauda Lawal’s administration, which operates under a six-point rescue agenda covering security, agriculture, education, healthcare, the economy, and empowerment. Tudu highlights the manifesto published by Lawal during the 2022 governorship campaign as a framework for addressing Zamfara’s challenges. On security, the author cites the establishment of the Security Trust Fund, the creation of Community Protection Guards (Askarawa), the engagement of hunters, and the provision of operational vehicles, armoured personnel carriers, drones, and other logistical support to security agencies as measures taken by the administration to combat banditry. The article further states that Lawal inherited unpaid salary arrears, outstanding WAEC and NECO fees, understaffed schools and hospitals, and unpaid pension and gratuity entitlements. According to Tudu, the administration worked to clear salary arrears, settle examination debts, recruit qualified personnel, increase the minimum wage from ₦7,000 to ₦70,000, improve healthcare workers’ salaries, and settle pension and gratuity entitlements worth approximately ₦14 billion. Tudu argues that leadership requires determination, practical solutions, and the willingness to confront challenges rather than abandon responsibility when difficulties arise. He maintains that Zamfara needs leaders with clear plans and a commitment to implementation. The article concludes by advocating another four years for Governor Dauda Lawal to consolidate his administration’s programmes and continue what the author describes as the state’s ongoing rescue mission.

A CANDIDATE WHO OFFERS RESIGNATION AS HIS PLAN Senator Kabir Garba Marafa, the NDC governorship candidate in Zamfara, told DCL Hausa that if he fails to tackle the state’s security problems within 24 months, he will resign. That is the offer: not a clear plan, not specific measures, not a description of how he will organise forces or protect communities. The commitment is simply to take the job and leave if he cannot fix it in two years. When journalists asked for his actual security plan, he defaulted to the resignation pledge instead of outlining steps or priorities. It sounded less like accountability and more like a substitute for substance. It is the equivalent of hiring a builder and asking for the floor plan, only to be told: “Don’t worry about a plan. Give me the contract. If I fail to deliver in half the time, I will abandon the site.” Most people would reject that for a house. It is harder to see why it should be accepted for a state. Marafa has also cited his 2008 resignation as Commissioner for Education as a credential. He redeployed some school principals without the governor’s prior consent; when the decision was challenged, he walked away. Managing a few administrators is not the same as running a state. Leadership is measured by staying and solving problems, not by how quickly one resigns when resistance appears. Governor Dauda Lawal took a different approach. In 2022 he became the first governorship candidate in Zamfara’s history to publish a full manifesto, outlining a six-point rescue agenda covering Security, Agriculture, Education, Healthcare, Economy, and Empowerment. The document remains public. He did not negotiate with terrorists. He created a Security Trust Fund, established the Community Protection Guards (Askarawa), brought in hunters from Maiduguri, and supplied armoured vehicles, drones, and logistical support to security agencies. He cleared unpaid salary arrears, settled large WAEC and NECO debts, recruited staff for schools and hospitals, raised the minimum wage from ₦7,000 to ₦70,000, and cleared roughly ₦14 billion in pension gratuities dating back to 2011. These were inherited problems. None was solved by a resignation letter. They were addressed by decisions, funding, and continued presence. One candidate’s visible offer is that he will try and, if unsuccessful within two years, resign. The other published a plan, stayed through difficult conditions, and recorded measurable steps. Zamfara’s challenges remain real. The question is whether the next phase is better served by another period of testing and possible early exit, or by continued execution under someone who has already confronted the same problems without walking away.
