“Agency > Intelligence.”
Andrej Karpathy argues that intelligence receives enormous cultural attention, while agency, the capacity to take initiative and act upon the world, is both more powerful and more scarce.
The same may be true not only of individuals, but of regions.
Uttarakhand does not lack intelligent young people. What it lacks is a sufficiently strong collective belief that difficult technological problems can be attempted and solved from here.
Collective agency begins to emerge when people can see a path, find others pursuing it, acquire difficult capabilities, attempt ambitious work and witness someone from among them succeed.
This is part of the purpose of #CyberGoldQuest.
A cybersecurity champion is valuable not only because one student wins a medal. The champion becomes evidence that the starting point does not determine the finishing point. The achievement changes the ambitions of other students, the expectations of teachers and the seriousness with which institutions treat the field.
One success can produce more attempts. More attempts can produce stronger communities. Stronger communities can produce institutions, research, products and companies.
#CyberGoldQuest is therefore not only a search for individual talent. It is an attempt to strengthen Uttarakhand’s collective agency for innovation and deep-tech work.
Before a region can build difficult things, it must begin to believe, through visible evidence and repeated action, that it can.
Agency > Intelligence
I had this intuitively wrong for decades, I think due to a pervasive cultural veneration of intelligence, various entertainment/media, obsession with IQ etc. Agency is significantly more powerful and significantly more scarce. Are you hiring for agency? Are we educating for agency? Are you acting as if you had 10X agency?
Grok explanation is ~close:
“Agency, as a personality trait, refers to an individual's capacity to take initiative, make decisions, and exert control over their actions and environment. It’s about being proactive rather than reactive—someone with high agency doesn’t just let life happen to them; they shape it. Think of it as a blend of self-efficacy, determination, and a sense of ownership over one’s path.
People with strong agency tend to set goals and pursue them with confidence, even in the face of obstacles. They’re the type to say, “I’ll figure it out,” and then actually do it. On the flip side, someone low in agency might feel more like a passenger in their own life, waiting for external forces—like luck, other people, or circumstances—to dictate what happens next.
It’s not quite the same as assertiveness or ambition, though it can overlap. Agency is quieter, more internal—it’s the belief that you *can* act, paired with the will to follow through. Psychologists often tie it to concepts like locus of control: high-agency folks lean toward an internal locus, feeling they steer their fate, while low-agency folks might lean external, seeing life as something that happens *to* them.”

#WATCH | Delhi: CDS Gen Anil Chauhan says, "Our expectation from the industry. We expect a bit of nationalism and patriotism in your profit-driven endeavours...Industry will have to be truthful about its capabilities to us. You can't leave us in a lurch. If you sign a contract and you don't deliver at that particular time, it's a capability that is being lost. You have to be truthful about your indigenous capabilities...You'll have to be cost-competitive. Cost-competitive is not for selling to the Indian Armed Forces. You have to be cost-competitive so that you can compete in the foreign market. You can't have products which are overpriced and you'll have to deliver" (14.11)
