BREAKING: A federal appeals court has again rejected the Trump administration's bid to force California to set aside the ballots of about 20,000 suspected noncitizens on its voter rolls.
The 9th Circuit ruled 2 to 1, citing the Constitution's Elections Clause and the National Voter Registration Act.
