Imagine a procurement agent with valid authority, correct approval routing and a complete audit trail.
It selects the wrong supplier.
Nobody bypassed an approval.
Someone corrupted the supplier history the agent trusted.
3/4
PPHM treats corrupted agent memory as a procurement records problem.
Ask where the supplier assessment came from, who could change it and what supports it.
The approval chain begins earlier than the approval screen.
4/4
Before asking whether an agent was authorised to decide, ask what it was allowed to treat as true.
Delegated authority built on manipulated records can produce an authorised mistake at machine speed.

Ask AI to turn a procurement policy into executable rules.
Then ask it to write the tests.
Everything passes.
What have you proved: that the system follows your policy, or that the AI made the same interpretation twice?
3/4
PPHM requires expected outcomes to be approved independently.
Test who may act, under which conditions, with which exceptions.
Every executable condition needs an approved source. Every approved exception needs a test.
4/4
Passing tests can establish that software behaves as specified.
Someone still has to establish that the specification preserves the approved intent.
Who owns that comparison?

Imagine a procurement agent authorised to commit 10,000 per transaction.
It makes 100 commitments.
Every transaction passes its approval check.
The organisation now owes 1 million.
Which approval controlled that exposure?
3/4
PPHM gives the agent an aggregate commitment budget alongside its transaction limit.
Each commitment consumes that budget.
Once exhausted, the next commitment requires escalation, even if its individual value is small.
4/4
An agent can remain inside every transaction limit while exceeding the exposure leadership intended.
Authority needs a value, a scope and a time horizon.
I explore this in The Procurement Policy Hacking Manual:

Are you pretending to be happy? A little pretending can prime the pump.
Constant pretending means we're fake.
