STATEMENT FROM THE CHAIR OF THE CARIBBEAN COMMUNITY, THE HON. PHILIP J. PIERRE, PRIME MINISTER OF SAINT LUCIA | REPARATORY JUSTICE The Caribbean Community has taken careful note of the remarks published by the Right Honourable Andy Burnham MP, Prime Minister of the United Kingdom, on Britain's role in the transatlantic trafficking and chattel enslavement of African bodies ahead of the Commonwealth Heads of Government Meeting which opens in Antigua and Barbuda on Sunday. Let me begin by recognising what is new. Prime Minister Burnham has expressed personal sorrow and regret for the suffering caused by slavery and its continuing effects on the world today. He has said that he is open to a formal apology on behalf of the British state, and he has offered a structured dialogue with those affected. No British Prime Minister has gone this far before. It would be wrong of us not to say so, and we welcome it in the spirit in which it appears to be offered. For more than a decade, this Community has asked for exactly such a dialogue. We are ready to engage. But friendship requires candour, and so I must be equally clear about where we differ. The Caribbean Community does not accept that reparations are "not the right answer". Nor do we accept the argument that responsibility falls away because the people of Britain today played no personal part in these crimes. Reparatory justice has never been about individual guilt. It is about the responsibility of states and institutions — and that responsibility does not expire with the passing of generations. We do believe that the successive generations continue to be the beneficiaries, materially, socially and psychologically of that crime of racialised chattel enslavement. The Ministry of Foreign Affairs and Foreign Trade today (October 1) updated Parliament’s Internal and External Affairs Committee on its work, with a focus on Jamaica’s bilateral and multilateral peace and security arrangements, as well as its existing trade arrangements and their economic impact. The team led by Permanent Secretary Ambassador Sheila Sealy Monteith briefed parliamentarians on these areas and responded to questions from Committee members. The update comes against the backdrop of Jamaica’s continued leadership at the regional and international levels. This includes its co-chairmanship of the United Nations working group on mandate implementation review, its work to strengthen emergency assistance within the Organization of American States, and its advocacy for sustained international support for Haiti. 1/2

Competent, Committed, Credible and Conscientious Carolyn. I’m not being biased as a Caribbean citizen and diplomat 🤝Having worked in her orbit in different roles, I was always inspired and proud every time she spoke or acted. She will make an excellent UNSG!
This morning I was invited to provide an update on the ongoing selection process for the next UN Secretary General during the 26th Special Meeting of the Council for Foreign and Community Relations (COFCOR) of the Caribbean Community (CARICOM). I am grateful for CARICOM's continued support as I campaign for this once-in-80-years chance for a CARICOM national to serve as Secretary General of the United Nations. My candidacy was endorsed by CARICOM during the 51st Meeting of Heads of State and Government of the Caribbean Community (CARICOM), held in Saint Lucia, in July.

Minister of Finance, Hon. Fayval Williams has clarified the rules for bringing cash into Jamaica. Travellers can bring cash into the country, but if you are carrying US$10,000 or more (or the equivalent in another currency), you must declare it when filling out the Enter Jamaica form. If you are carrying less than US$10,000, no declaration is needed. The Minister explained that the J$100,000 figure mentioned in law is a security guideline used by law enforcement to support checks where necessary. It is not a limit on how much money you can bring into the country.
