I can tell you some of the reasons. Source? I'm Dominican.
🇩🇴🇩🇴🇩🇴🇩🇴🇩🇴🇩🇴🇭🇹🇭🇹🇭🇹🇭🇹
- 🇩🇴: an actual society since pre-Columbian times, independence was just a change of management.
- 🇭🇹: just a plantation filled to the brim with slaves. once independent, they had to start from zero.
- 🇩🇴: influx of migrants across centuries. Jews, Italians, Lebanese, Spaniards, Syrians, Chinese, Japanese, Germans, Americans, Venezuelans.
- 🇭🇹: Nobody really goes there save for some Polish soldiers.
- 🇩🇴: Just part of the Spanish Empire, abandoned for greener pastures in Mexico and South America.
- 🇭🇹: The most vital French colony in terms of revenue, thus forced to pay reparations.
- 🇩🇴: good environmental policies prevented total depredation (not for lack of trying by corrupt elements)
- 🇭🇹: terrible environmental policies wrecked the environment.
- 🇩🇴: mid-20th century dictator deposed, democracy installed in the 60s.
- 🇭🇹: mid-20th century dictator left his idiot son for 20 more years. democracy still to gain stability there.

I'm getting a lot of questions about these photos, so here's what I've found;
The photos show Евгений Степанович Кобытев (Evgeny Stepanovich Kobytev) and yes, it's the same man in both photos and yes, before and after his experiences during WW2.
But there's more.
