Local officials thanked him publicly and then largely stopped responding. The project stalled not because of money but because of bureaucracy, local politics, and the same institutional inertia that had allowed the crisis to happen in the first place. The detail that makes this story devastating is not the donation. It is the disconnect between the speed at which Elon operates and the speed at which a municipal government can accept help.
