DPWH ALLOCATIONS: LOOK AT REQUIREMENTS AND IMPLEMENTATION, NOT JUST THE NUMBERS
#Budget2027
Some posts seem to suggest that the higher the DPWH allocation associated with a district and its congressman, the more corruption or patronage politics are involved. The figures alone do not prove corruption or patronage.
These are DPWH project allocations. The data alone does not establish whether a congressman requested, sponsored, or inserted a particular project.
BetterGov.PH’s own disclaimer makes that distinction clear: Insertion and adjustment candidates are provisional comparisons between budget documents, not findings of wrongdoing.
Associating a DPWH engineering office with a congressional district also does not establish that its representative requested or controlled the projects. Some engineering offices serve several districts, so their shared totals should not be treated as separate allocations belonging entirely to each district.
A district having the highest allocation does not, by itself, mean those projects were intended to facilitate corruption or patronage.
But it is still fair to ask why it received that amount.
A more objective way of looking at the allocations is to check whether each project met the applicable DPWH requirements, whether the supporting documents are available, and when those requirements were fulfilled, particularly for projects added or changed during House deliberations:
1⃣ An approved Program of Work detailing its scope and estimated cost.
2⃣ Validated geotagged photos identifying the actual project site.
3⃣ Compliance with DBM’s Budget Preparation Form 202.
4⃣ A signed Certificate of Implementability addressing readiness issues, including duplication and unresolved right-of-way concerns.
5⃣ The applicable master plan, feasibility study, equivalent local plan, or endorsement or certification from the relevant development council.
We should also examine whether the projects address actual needs and whether their costs are justified.
Then check the bidding and contract records, actual expenditure, physical progress, quality of completed work, and any audit findings.
Meeting documentary requirements is a safeguard, not a guarantee against corruption.
It does not automatically prove that the projects were the best priorities or that oversight will be effective.
Allocation rankings can help identify where to ask questions. They cannot, on their own, establish wrongdoing.
Accountability means checking the basis of the allocation, the procurement process, and the actual implementation, not simply pointing to the highest-ranked district allocation and calling it the congressman’s budget.
Reducing the analysis to who has the biggest number is a narrow minded way of interpreting the data.
